What actually drives the number

1. Your industry sets the floor ($1.63 to $9.87 per click)

Cost per click is not a marketing decision. It is an auction result. WordStream’s 2026 Google Ads benchmarks, drawn from 13,474 US search campaigns running April 2025 through March 2026, show how far apart categories sit.

One useful piece of news in that same dataset: for the first time in five years, average cost per lead across Google and Microsoft Ads went down rather than up.

2. How many leads you need per month ($1,000–$15,000 in media)

Work backwards, never forwards. Thirty leads a month at the all-industry average of $66.69 is roughly $2,000 in media. Thirty legal leads at $131.63 is closer to $4,000. Setting a budget before you have done that arithmetic is how businesses end up spending $800 a month and concluding that Google Ads does not work.

3. Management fees (10%–20% of spend, or $500–$5,000 flat)

Agency pricing clusters into percentage-of-spend and flat retainers. OuterBox’s 2026 PPC pricing breakdown reports percentage models “commonly land around 10% to 20% of monthly media spend, often with a minimum management fee,” with flat retainers of $500 to $2,000 at $1,000–$5,000 in spend, $1,500 to $5,000 at $5,000–$25,000 in spend, and $4,000 to $12,000 once spend passes $25,000. Freelance and consultant hourly rates run $75 to $250 and up.

4. Conversion rate on your side of the click (the multiplier nobody prices)

Average conversion rate in the WordStream set is 8.18%, average click-through rate 6.64%. If your landing page converts at 3% while your competitor converts at 9%, you are paying three times their cost per lead at identical CPCs. That is a conversion rate problem, not a media problem, and it is far cheaper to fix.

How to tell which applies to you

Use one rule: your minimum viable monthly budget is your target cost per lead multiplied by ten.

Ten conversions a month is roughly the point where Google’s bidding systems have enough signal to optimize and where you have enough data to make a decision that is not noise. At the all-industry average CPL of $66.69, that is about $670 a month in media as an absolute floor. In legal or B2B, it is $1,300 or more. Below that threshold you are not testing Google Ads. You are buying a small, random sample.

Then check whether you can afford to be patient. Google reports that more than 80% of Google advertisers now use automated bidding, and automated bidding needs conversion volume before it performs. The first thirty to sixty days are the system learning, not the system working.

Reality check on budget size: LocalIQ’s 2026 survey of small business owners found 52% run total monthly marketing budgets under $1,000, and 45% of them use search advertising. If that is you, run one campaign, one geography, one offer, and do it properly rather than spreading $700 across four channels.

  • Tracking before spend. Conversions defined as revenue events, call tracking connected, offline conversion imports from the CRM where the sales cycle is long. Without that, automated bidding optimizes toward the wrong thing with real money.
  • One offer, one geography, one campaign type first. Search before Performance Max. Performance Max is efficient once it has signal and expensive while it is guessing.
  • Landing pages built for the query. The ad promise and the page headline match word for word. This is usually where the cost per lead halves.
  • Negative keyword hygiene weekly. Not monthly. Weekly. Wasted spend compounds quietly.
  • One reporting view that ties paid, organic and AI-driven discovery together, because buyers now cross all three. That is how we structure our capabilities.

Common mistakes

Setting the budget before the math. A $500 monthly budget in a category with a $9.87 average CPC buys about fifty clicks. At an 8% conversion rate that is four leads, which is not enough to judge anything. The cost is six months of spend and a conclusion that is statistically meaningless.

Letting the agency own the account. Google's manager account documentation is explicit that a client account can have only one owning manager, and that the client can unlink an owning manager without permission. If the agency built the account inside their own manager and never handed it over, you can lose years of conversion history the week you leave.

Judging on cost per click. A lower CPC with a worse conversion rate is a worse business. Judge on cost per qualified lead and closed revenue. The WordStream benchmarks are useful precisely because they publish CPL, not just CPC.

The bottom line

Plan on $2,000 to $10,000 a month in media for a small business, plus 10% to 20% in management, and set the media number by multiplying your target cost per lead by at least ten. The account is only as good as the conversion tracking underneath it.
