Who this is for — and who it isn’t

This is for you if:

  • You are a partner at a firm doing $2M to $50M in fees, and marketing currently means a website, a directory bill and a vendor nobody trusts.
  • You know your average matter value and want to be measured on cost per signed case, not on form fills.
  • You practise in a high-intent category — personal injury, family, criminal defence, employment, immigration, estate planning, business litigation.

This is not for you if:

  • You want guaranteed case volume at a fixed price. Nobody can promise that honestly, and the bar rules are not friendly to firms that market as if they can.
  • You want copy that says “best” or “top-rated” without substantiation. California Rule 7.1 bars a communication that “contains a material misrepresentation of fact or law” (State Bar of California). We will not write it.
  • Your intake is an answering service that takes a name and promises a callback within two days.
  • Your total marketing budget is under $5,000 a month. In legal search that buys roughly 500 clicks. It is not a programme.

What makes legal marketing different

The constraint is the bar, and it is state-specific. California organises lawyer advertising in Chapter 7 of the Rules of Professional Conduct. Rule 7.1 bans false or misleading communications about a lawyer or the lawyer’s services. Rule 7.2 permits advertising “through any written, recorded or electronic means of communication, including public media,” but restricts paying anyone to recommend you, with narrow carve-outs for reasonable advertising costs, qualified referral services, and reciprocal referral arrangements that are non-exclusive and disclosed to the client. Rule 7.3 defines solicitation as a “targeted communication initiated by or on behalf of the lawyer that is directed to a specific person” offering legal services, and prohibits in-person, live telephone or real-time electronic solicitation where a significant motive is the lawyer’s pecuniary gain (State Bar of California).

That last one is why an aggressive lead vendor can put your licence at risk while telling you it is just marketing. And these are California’s rules. Every jurisdiction adopts its own version of the ABA Model Rules with local amendments. If you practise in three states, you comply with three rulebooks, and the strictest one governs the ad.

The economics are brutal at the top of the funnel and forgiving at the bottom. Attorneys and legal services average $9.87 cost per click, a 5.55% conversion rate and $131.63 cost per lead in LocaliQ’s 2026 search advertising benchmarks — the most expensive vertical measured. In competitive Los Angeles practice areas, single clicks run multiples of that average. But a lead is not a case. If one in five qualified leads signs, your cost per signed case is roughly $650. Against a $12,000 average fee that is a fine trade. Against a $1,500 flat-fee matter it is a business you should not be buying.

Seasonality is thin, urgency is everything. Legal demand arrives when something goes wrong, at whatever hour that happens, and the prospect calls more than one firm.

The channel mix that works

Channel What it does here What good looks like
Local Services Ads Sits above search ads on high-intent queries and charges per lead, not per click. Google requires a licence or business registration, headshots and reviews before the verified badge appears (Google) Cost per lead below your paid search CPL, with disputed leads credited back and reviewed weekly
Google Search Captures the matter that already exists. Bottom of funnel, top of price Cost per signed case under 15% of average matter value
Practice-area SEO and AEO Wins the research query and the AI answer. 28% of consumers say AI directed them to contact a lawyer (Clio Legal Trends 2025) One authoritative page per practice area per city, cited by assistants and ranking organically
Google Business Profile and reviews Decides whether a searcher calls you or the firm above you. 97% of consumers read reviews and 68% require at least four stars (BrightLocal 2026) 4.7+ average, 20+ reviews per office, new reviews every month
Intake and follow-up Converts the money you already spent. This is where firms leak most Live answer under 60 seconds, every after-hours call returned same day

What you actually get

Deliverable What it is When you get it
Matter economics model Average fee, signed-case rate and allowable cost per case by practice area, so every channel is judged against one number Day 14
Bar compliance review Every ad, landing page and review-request flow checked against your state’s Chapter 7 equivalent, with the language changed where needed Day 21
Intake audit Recorded calls scored for speed to answer, qualification and conversion, with the leak quantified in dollars Day 21
Practice-area page set One page per practice area per market, built to rank and to be quoted by AI assistants Days 30 to 60
Signed-case reporting A dashboard tying spend to signed matters, not to form fills, pulled from your intake system and GA4 Day 30, then monthly

How it works — 1, 2, 3

  1. The 20-minute fit call. We ask your practice areas, average fee per matter, current spend, who answers the phone and what your signed-case rate is. You get a straight answer on fit and a real price on that same call.
  2. The first 30 days. Access to ad accounts, analytics and intake in week one. Matter economics model at day 14, compliance review and intake audit at day 21, reporting live and the first campaign or page set shipped by day 30.
  3. The ongoing cadence. Weekly optimisation, a monthly written report against cost per signed case, and a quarterly reset. You talk to the people doing the work, not an account coordinator.

What it costs

Engagements start at $5,000 a month for management, separate from media spend. What moves the number is the count of practice areas and markets, whether SEO and AEO run alongside paid media, how much ad spend sits under management, and whether the website needs rebuilding first. A single-market firm with two practice areas sits near the floor. A multi-office firm running Local Services Ads, search and content across five markets sits well above it. Pricing is given on the first call.

Where legal marketing budgets get wasted

  • Paying for leads and losing them at intake. At $131.63 per lead, a firm that answers 70% of calls instead of 95% is throwing away roughly a quarter of its media budget before a lawyer ever speaks. Most firms lose more money at intake than in the ad account, and the fix costs less than the media.
  • Buying broad match on generic terms. “Lawyer” and “attorney” at legal CPCs will spend $5,000 in a week and deliver job seekers and other firms. Exact and phrase intent, negatives maintained weekly.
  • Directory spend nobody audits. Annual profiles renew automatically and are never measured against cost per signed case. Ask the vendor for signed matters, not impressions.
  • Superlatives that create a bar problem. “Best,” “top” and outcome promises collide with Rule 7.1’s misleading-communication standard. A grievance costs more than the campaign earned.
  • Ignoring reviews. With 68% of consumers requiring four stars or better, a 3.9 rating quietly raises the price of every click you buy.

Questions we get asked

Can you guarantee a number of cases?

No. We commit to a target cost per signed case built from your own matter economics, we report against it monthly, and we cut what misses. Anyone guaranteeing case volume is either buying shared leads or writing copy your bar will not like.

Do you handle the bar compliance, or does our ethics counsel?

We write to the rules and flag anything close to the line. Your ethics counsel signs off. Rule sets differ by state, and the firm carries the licence, so final approval stays with you.

Are Local Services Ads worth it for a law firm?

Usually yes, because you pay per lead and Google screens for licence and reviews before the badge shows. Set a budget, dispute bad leads weekly, and compare its cost per lead against search. It rarely replaces search, it stacks on top.

Do we own the accounts?

Yes. Google Ads, Local Services, the ad accounts, analytics and any system we build sit in your name. Nothing lives behind a Tack login you cannot reach, during the engagement or after it.

How long until we see signed cases?

Paid channels produce qualified calls in the first 30 days. Signed cases follow your own sign-up cycle. SEO and AEO for a competitive practice area take three to six months to move, which is why we usually run both.

The bottom line

Legal is the most expensive vertical in paid search, so the margin is not made in the auction. It is made in matter selection, in bar-safe creative and in an intake process that answers in under a minute. Fix intake first, then buy traffic. Firms that need the system rebuilt around all three should start with marketing systems and a clear-eyed look at fit.
