What actually drives the number
Four variables set what Google Ads costs you in Los Angeles and what an agency is worth here.
Your category’s click price. National benchmarks put the average search cost per click at $5.42 and the average cost per lead at $66.69, but the spread by category is enormous: attorneys average $9.87 a click and $131.63 a lead, home services $8.33 and $90.92, dentists $8.00 and $72.97, arts and entertainment $1.63 and $26.84 (WordStream 2026 Google Ads Benchmarks). Los Angeles sits above those averages in contested categories because the auction here is deeper. Before you judge any agency, know which of those bands you are in.
Location targeting defaults. This is the single most expensive setting in a Los Angeles account. Google’s default advanced location option is “presence or interest,” which reaches “people who are likely to be in or regularly present in your targeted location, as well as people who have shown interest in your targeted locations” (Google Ads Help). Los Angeles is one of the most searched-about places on earth. Leave that default on and you pay for clicks from people planning a trip, writing a script, or reading about the city from Ohio. Ask every candidate agency, in the first meeting, whether they set targeting to presence only and why.
Radius versus reality. Los Angeles County holds 9,694,934 people and 304,988 employer establishments (U.S. Census QuickFacts) spread over an area where a 12-mile radius can be a 55-minute drive. A radius that looks tidy on a map can be commercially useless. Good local media buyers target by drive time and by ZIP-level performance, not by circle.
What the agency costs to run. An agency inside Los Angeles city limits pays a business tax of $4.25 per $1,000 of gross receipts on the Professions and Occupations class (L.A. Office of Finance) and a city minimum wage of $18.42 an hour as of July 1, 2026 (Office of Wage Standards). Metro-wide, business and financial operations roles average $49.32 an hour against $45.78 nationally (BLS, May 2025). That is why credible local management does not come at $500 a month.
How to tell which applies to you
Run the Partner check first, because it is free and it filters fast. Google requires a registered manager account to hold a minimum optimization score of 70% to keep Partner status (Google Ads Help), alongside a $10,000 spend across managed accounts in a rolling 90 days and certification coverage across the team (Search Engine Land). A badge is not proof of skill. Its absence tells you something.
Then apply the budget rule. Take your category’s benchmark cost per lead, multiply by the number of leads you need each month, and add management. If that figure is more than you can fund for six months, Google Ads is not your first move and any agency that says otherwise is selling.

Common mistakes
Leaving “presence or interest” on. In a city the world searches about, this quietly reroutes budget to people who cannot buy from you. On a $10,000 monthly account, a third of spend going to out-of-market interest traffic costs about $40,000 a year.
Paying a percentage of ad spend with no cap. This pays the agency to spend more, not to spend better. If your account scales from $10,000 to $40,000 a month, the workload does not quadruple. Insist on a flat fee, a capped percentage, or a performance term.
Counting form fills as conversions. Optimising to unqualified leads teaches Google’s bidding to find more unqualified people. Six weeks of that can take a quarter to unwind, and it is the most common failure we see in inherited Los Angeles accounts.
The bottom line
