The short answer Legal is the most expensive category in paid search. Attorneys average $9.87 per click and $131.63 per lead, the highest cost per lead of any industry measured, on a 5.55% conversion rate. Nothing rescues a legal account except tight match types, a serious negative list, and intake that answers inside a minute. The economics, stated.
The short answer
Legal is the most expensive category in paid search. Attorneys average $9.87 per click and $131.63 per lead, the highest cost per lead of any industry measured, on a 5.55% conversion rate. Nothing rescues a legal account except tight match types, a serious negative list, and intake that answers inside a minute.
The economics, stated plainly
The LocaliQ search advertising benchmarks for the period ending 1 June 2026 put attorneys and legal services at $9.87 average cost per click, a 5.87% click-through rate, a 5.55% conversion rate and $131.63 average cost per lead. WordStream 2026 Google Ads benchmarks data across 13,474 US campaigns from April 2025 to March 2026 confirms legal as the highest cost per lead in its set, ahead of furniture at $106.70 and real estate at $102.51.
Work that forward with your own numbers. A firm signing one in five enquiries pays roughly $658 in media per signed matter. One in ten takes it to $1,316. One in twenty, which is common in high-volume personal injury intake, reaches $2,632. Whether that is good or catastrophic depends entirely on average case value, and any agency that has not asked you for that figure is not managing to it. That single input is where we start every paid engagement.
Structure the account around case type, not practice area
“Personal injury” is not a campaign. Car accident, truck accident, slip and fall, wrongful death and premises liability have different case values, different query volumes and different competition. Group them separately so bids follow value rather than average.
Within each, use phrase and exact match on the money terms. Broad match in legal is the fastest way to pay $10 a click for someone writing a school paper. Where you do test broad match, ring-fence the budget, review the search terms report weekly, and expect the negative list to be the real deliverable.
The negative list is the account
Build it before launch, not after the first invoice. The standing categories: employment queries such as jobs, salary, “how to become”, internship. Education queries such as law school, LSAT, bar exam. Cost-avoidance queries such as free, pro bono, legal aid, DIY, template, form. Wrong-party queries such as “sue my lawyer”, “report an attorney”. Adjacent-practice queries you do not take. Geographic terms outside your bar admission.
Then add the two most expensive ones people forget: the names of statutes and cases, which attract researchers, and the phrase “near me” appended to cities you do not serve.
Local Services Ads change the arithmetic
Google documents Local Services Ads as a pay-per-lead product with a verification and screening process, states that you pay only for leads related to the services you offer, and notes that regularly failing to answer calls or respond to messages can affect ad ranking (Google Local Services Ads documentation). For professional verticals, verification includes licence documentation and headshots.
Two things follow. Fixed cost per lead is easier to underwrite than a cost-per-click auction at $9.87. And responsiveness is not soft advice here; it is an input to placement. Run Local Services Ads above the search results and a disciplined search campaign below them, then compare cost per signed case between the two rather than cost per lead.
Policy limits worth knowing before you plan
Google’s Google Ads personalized advertising policy names “commission of a crime” among restricted sensitive interest categories, which prevents advertiser-curated audiences such as customer match and similar segments for those ads, though predefined Google audiences remain available. Firms marketing adjacent to addiction treatment should also note that the Google Ads healthcare and medicines policy requires LegitScript certification for addiction services in the US, Canada and selected countries.
What to stop paying for
| Line item | Why it fails | Do this instead |
|---|---|---|
| Broad match on generic terms | $9.87 clicks spent on researchers and job seekers | Phrase and exact by case type |
| Performance Max without exclusions | Limited campaign-level reporting hides the waste | Search first, brand excluded, controls in place |
| Display and video prospecting | No transactional intent in a category driven by urgency | Reallocate to search and Local Services Ads |
| Mass tort keywords without intake capacity | Highest costs in the account, leads abandoned | Only run what intake can call inside a minute |
| Reporting on cost per lead | Hides a 4:1 difference in signing rate by case type | Cost per signed case by campaign |
Google Performance Max documentation confirms that granular campaign-level reporting is more limited than in search campaigns. In a category with the highest lead costs in advertising, opacity is expensive. Earn the right to automate by having clean conversion data first.
Intake is the highest-return line item
At these prices, an unanswered call after 5pm is a $131 loss with a case-value multiple attached. Staff the phones to the hours your ads run, or shorten the ad schedule to the hours you staff. Measure time to first response, contact rate, consultation rate and signing rate by campaign, and import signed matters back into Google Ads as the optimisation conversion. That single change usually moves an account more than any bid strategy, and it is the first thing we build in paid media engagements.
The bottom line
Legal paid search is unforgiving because the clicks are the most expensive in the market. Win it with case-type structure, exact and phrase match, an aggressive negative list, Local Services Ads where eligible, and intake measured in seconds.
